摘要
集体所有制在促进共同富裕中具有天然特征和制度优势。本文深入解析了农村集体产权制度改革推动乡村共同富裕的逻辑与效应,并利用2010—2022年全国省级面板数据,采用多期双重差分模型予以实证检验。结果表明,农村集体产权制度改革显著提升乡村共同富裕水平3.1%,分维度的效应大小表现为:共享性>可持续性>平等性>富裕性。随着改革深入,共富效应增强。异质性分析显示:区域上,农村集体产权制度改革的共富效应在东部具有显著正向影响,但在中、西部不显著;财政水平上,改革对财政水平高的省份共富效应更大。基于此,本文提出要进一步提高认识、发挥集体所有制促进共同富裕的制度优势,进一步完善集体产权权能,释放财富创造价值,进一步加大财政支持力度,推动新型农村集体经济发展有序有力,以提升农村集体产权制度改革促进乡村共同富裕的效能。
There is ownership advantage for collective ownership system in promoting common prosperity.This paper deeply analyzes the logic and effect of collective property rights system re-form in promoting rural common prosperity,and uses provincial panel data across China from 2010 to 2022 to make an empirical test by using the multi-period differential model.The results show that the reform significantly increases the common prosperity level of rural areas by 3.1%,and the effect size of the sub-dimensions is as follows:sharing>sustainability>equality>affluence.With the deepening of the reform,the effect of co-enrichment has been enhanced.Heterogeneity analysis shows that:regionally,the co-enrichment effect of the reform has a significant positive effect in eastern China,but not in central and western China.At the financial level,the reform has greater effect on the common wealth of provinces with high financial level.Based on this,this paper propo-ses to further raise awareness,give play to the institutional advantages of collective ownership in promoting common prosperity,further improve collective property rights and capabilities,release wealth creating value,further increase financial support,and promote the orderly and powerful de-velopment of new rural collective economies,so as to enhance and enlarge the effectiveness of property rights system reform in promoting common prosperity in rural areas.
