摘要
基于2014—2022年中国2136个县域面板数据,采用双向固定效应模型,从赋能视角考察新型农村集体经济对粮食全要素生产率增长的影响及其作用机制。结果表明:新型农村集体经济显著促进粮食全要素生产率增长,这一结论在控制内生性和进行稳健性检验后依然成立;机制分析表明,新型农村集体经济发挥了管理赋能、技术赋能、产权赋能和劳动赋能功能,从而促进粮食全要素生产率增长;异质性分析表明,新型农村集体经济对粮食全要素生产率增长的赋能效应在粮食主产区、经济欠发达以及地形起伏度较低的县域表现更为显著。政府应全面深化农村集体产权制度改革,完善产权保障体系与利益分配机制,强化管理赋能、加大技术推广与人才培养投入,培育和壮大新型农村集体经济,充分发挥其在促进农业高质量发展与保障粮食安全中的关键作用。
Based on panel data from 2,136 counties in China from 2014 to 2022,this study uses a two-way fixed effects model to examine the impact of the new-type rural collective economy on the growth of total factor productivity in grain production from the perspective of empowerment,as well as its underlying mechanisms.The results show that the new-type rural collective economy significantly promotes the growth of total factor productivity in grain production,and this conclusion remains valid after controlling for endogeneity and conducting robustness tests.Mechanism analysis indicates that the new-type rural collective economy has exerted management empowerment,technology empowerment,property rights empowerment,and labor empowerment,thereby promoting the growth of total factor productivity in grain production.Heterogeneity analysis demonstrates that the empowering effect of the new-type rural collective economy on grain TFP growth is more pronounced in major grain-producing areas,economically underdeveloped counties,and counties with relatively low terrain ruggedness.The government should comprehensively deepen the reform of the rural collective property rights system,improve the property rights protection system and the benefit distribution mechanism,strengthen management empowerment,increase investment in technology promotion and talent development,cultivate and expand the new-type rural collective economy,and fully leverage its key role in promoting high-quality agricultural development and ensuring food security.
