摘要
依托生态资源优势激发乡村产业的发展活力是推动农民实现共同富裕的关键。本文将国家重点生态功能区内的地理标志认证视为当地生态产品价值实现的一种方式,基于2000—2021年其与县域各统计指标的匹配数据,采用多时点双重差分法实证评估该生态产品价值实现方式对共同富裕的影响及其作用机理。结果发现:地理标志保护和运用使得农村居民人均可支配收入提高4.2%,城乡居民收入差距缩小0.8%,且此潜在收益远高于该政策的运行成本。机制分析发现,该政策不仅能够有效促进地理标志产业的发展,还通过产业关联效应带动特色农产品加工业、农业旅游等第二、第三产业的协同发展。与此同时,该政策显著增强了第一产业的就业吸纳能力,促进了相关产业就业机会的增加,并有效提升了农业技术创新水平,从而推动农民共同富裕。异质性分析表明,与资源禀赋较优的地区相比,禀赋条件较差的地区从地理标志保护和运用中获益更多;数字化水平越高、政府财政支持力度越大,政策所释放的生态红利越充分。上述研究结论为“绿水青山”向“金山银山”转化,以及共同富裕的稳步推进提供了新视角。
Using the expansion of geographical indications(GIs)in national key ecological functional areas of China,this study investigates the impact of value realization of ecological prod-ucts on farmers’common prosperity.We employ a staggered difference-in-differences approach to analyze a dataset matching GIs data with county-level statistics from 2000 to 2021.The results indicate that GIs protection and utilization lead to a 4.2%increase in rural residents’per capita disposable income and a 0.8%reduction in the income gap between urban and rural residents.No-tably,the fiscal cost of implementing GIs policies is substantially smaller than the potential eco-nomic benefits generated.The positive effects of the development and implementation of GIs are primarily driven by three mechanisms:the structural transformation of local industries toward sec-ondary and tertiary industries,the creation of additional non-agricultural employment opportuni-ties,and improvements in agricultural technological innovation.However,the impacts exhibit sig-nificant regional heterogeneity.Regions with poorer resource endowments derive greater benefits from the development and implementation of GIs compared to regions with stronger resource bases.Moreover,higher levels of digitization and robust government financial support amplify the ecological dividends of the policy,highlighting the importance of contextual factors in maximizing its effectiveness.
