摘要
开展村庄经营有利于构建新型农村集体经济,促进农民农村共同富裕。通过采用案例研究方法,深入剖析了杭州市临安区村庄经营的探索实践,提出了明晰的村庄经营概念。村庄经营是基于村庄资源资产的产权边界,在乡村建设的基础上,以农村集体经济组织为主导,多元市场经营主体广泛参与,对村庄资源资产进行市场化经营,促进农民农村共同富裕的发展方式。杭州市临安区的村庄经营,经历了自发尝试、试点推进、全域推广等阶段,制定了比较系统的村庄经营管理制度,取得了较好的经济效益和社会效益。进一步深入开展村庄经营,需要完善集体经济支持政策,提高乡村干部的经营意识和能力,推进以土地资源经营为核心的乡村集成改革。
The development of village management is conducive to constructing a new rural collective economy and achieving common prosperity.Based on a case study of the trials in village management in Lin’an District of Hangzhou,this paper proposes a definite concept of village management.In accordance with the property rights boundary of village resources and assets and on the basis of rural construction,the village management is led by the rural collective economic organization,with diversified market entities extensively participating in the market operation of village resource assets,so as to promote common prosperity for the villagers and the village as a whole.The village management in Lin’an District of Hangzhou has gone through the stages of volunteered pilots,trials and trial expansion,and has formed a relatively systematic village management mechanism,and achieved good economic and social benefits.To further promote village management,it is imperative to put in place support policies for collective economies,raise the management awareness and ability of the primary-level officials in rural areas,and carry out integrated reform of rural areas,with land resources management as the core.
