改革开放40年我国研究生教育质量政策的回溯与思考 被引量:2

摘要 质量是研究生教育的本质。研究生教育质量政策是研究生教育政策的重要内容之一。回顾我国研究生教育质量政策源起、细化、深化及其体系化发展的过程,梳理我国研究生教育质量政策的标准、内容、调控、工具及演进,反思我国研究生教育质量政策的发展实践,发现我国研究生教育质量政策虽然取得了一定的成效,但仍然存在“创新性”不突出、质量建设与质量保障发展不协调、政策调控的激励性因素不明显、社会性工具运用不鲜明、政策反馈不及时等不足之处。新时代,研究生教育质量政策要更好地应对新形势、解决新问题,就必须在政策制定时强化创新性,引领教育质量政策的价值导向;坚持质量保障,强化质量建设;明晰集中管理与分权辩证统一,关注政策调控的激励性作用;凸显政策工具社会性,追求政策目标群体的利益最大化;着力顶层设计,完善政策评估。 Quality is the essence of postgraduate education.Quality policy is one of the important contents of postgraduate education policy.This article reviews the process of the origin,progress,deepening and systematic development of the quality policy of postgraduate education in China and it combs the standards,content,regulation,instruments and evolution of the quality policy of postgraduate education in China.In the meantime,it reflects on the development of the quality policy of postgraduate education in China.The author of this paper found that although the quality policy of postgraduate education in China has achieved certain results,there are still a series of problems,including,“innovation”is not prominent;quality construction and the development of its guarantee system are not coordinated;the incentive factors for policy regulation are not obvious;the societal instruments and inadequate policy feedback are not typical and effective.In the new era,quality policy of postgraduate education in China must implement the following specific reform measures to adjust itself to the new situation and solve new issues:to strengthen innovation in policy fomration and guide the value orientation of the education quality policy;to adhere to quality guarantee and strengthen quality construction;to clarify the dialectical relationship between centralization and decentralization and to focus on the incentive role of policy regulation;to emphasize the social properties of polity formation instruments to pursue the maximization of the interests of target groups;to focus on the top design and improve policy evaluation.
