摘要
内输入用以概括我国政治系统内的权力精英根据自身对社会问题的觉察而对系统提出要求的现象。文章将这一概念用以形容由内输入引起的整个政策过程,并通过对“211工程”的实证研究,总结出内输入的政策过程的若干特点。
＂Interior - input＂ was formulated to conceptualize a phenomenon in domestic politic system that the power elites in the system require the whole system to deal with social problems they perceived. This paper develops the conception to describe the whole policy process that initiated by interior - input, and concludes several features of the interior - input policy process through an empirical research on ＂Project 211＂ policy- making.
