摘要
政策工具是政府为解决社会公共问题或达成一定的政策目标而采用的可以控制的手段。任何一种政策工具都有其发挥作用的条件和假设。对改革开放以来我国高等教育政策工具演变的分析可以看出,要在复杂的高等教育改革中顺利实现政策目标,必须在公众参与和民意调查基础上识别政策目标群体的态度、价值观、行为方式等特性,并在此基础上选择合理的政策工具,这是高等教育政策执行科学化和民主化的必要前提。
Policy tools are the controllable means for the government to solve the social public issues or to realize some policy goals.Every policy tool has the condition and assumption to perform the function.From the analysis of the evolution of policy tools to higher education since the Reform and Opening-up,we need select the reasonable policy tool based on the survey of the attitudes,values and behavior of target population of higher education policy.This is the essential prerequisite of scientification and democratization of higher education implementation.
