针对我国西部地区自然资源的特点及其开发问题 ,探讨其自然资源开发的体制创新 ,以及制订“西部地区自然资源开发条例”
The paper discusses the system innovation in the natural resource exploitation and proposes the conception of instituting the regulation of the natural resource exploitation of West China, directing against the characteristics of natural resources and its problems existing in the exploitation of West China.
