摘要
本文讨论了环境资源的内涵及管理特征，分析了目前环境资源管理存在的问题，提出了综合管理的基本思路。
Social and economic sustainable development urgently requires strengthening environmental resources management. Comprehensive management stems from environmental resources' characteristics, the ways of resources exploitation and utilization, enhancement of man's effect on nature and basic thinking of resources management. From the point of view of legal institution , consummate standards of environmental resources comprehensive management and coordinate interrelated resource managements have been proposed.
