摘要
西部地区拥有丰富的资源 ,这是西部最大的比较优势 ,因此西部地区选择了资源导向型发展的道路。但从资源地区经济发展的实践来看 ,资源开发并没有给资源地区带来繁荣 ,相反 ,形成了资源富有与经济落后的强烈反差 ,出现了“富饶的贫困”现象。于是 ,一些学者对资源导向发展道路的选择产生了迷茫 ,认为“西部开发应放弃资源导向型战略”。这其实是认识上的误区。之所以出现资源富有与经济薄弱的强烈反差 ,不在于资源导向型战略本身 ,而在于资源开发没有承担起发展当地经济的责任 。
Rich resources are the greatest comparative advantage for Western China, so it has selected the path of resource-oriented development. Judged by the realities in the economic development of resource-rich areas, however, resource development has not brought them prosperity. On the contrary, there has been a sharp contrast between the abundance in resources and the backwardness of economy and the paradox of 'rich poverty'. Some scholars, therefore, have been bewildered by the selection of the path of resource-oriented development and argued that this strategy should be abandoned in the development of Western China. In effect, this is a pitfall in cognition. What accounts for the remarkable discrepancy between its abundant resources and backward economy is not resource-oriented strategy per se, but the fact that resource development has not assumed the responsibility of developing the local economy and that there are flaws in resource ownership and management system.
