摘要
内蒙古地区由于其自然生态环境的脆弱性以及人类长期以来不合理的土地利用,目前毁林开荒和开垦草原、土地沙漠化、草原退化等土地利用/覆盖变化(LUCC)过程极其严峻,应该尽快建立和完善土地利用/覆盖变化动态监测体系、资源与环境法律体系、土地利用可持续管理体系和退化土地生态重建工程体系,实施基于可持续发展理念的人地关系地域系统调控模式。
Due to the ecological fragility and long-term unreasonable utilization of land, the process of land utilization and covering change （LUCC）, such as forestry damage and grassland reclamation, desert encroachment, grassland degeneration, etc. in Inner Mongolia area is very severe. The dynamic monitoring system for land utilizalinn and covering changes, resources and environment law system, sustaining administration system for land utilization and reconstruction project system for land degeneration and domain system regulation and control model on the 5asis of the relationship between human and land for the sake of sustaining development reflection should be built up and perfected.
