摘要
指出了量化体系可有“比较模式”和“管理模式”2种 ,在对 2种模式量化体系的权威性进行探讨的基础上 ,提出了在科学性远未达到理想目标时 ,“管理模式”的量化体系中政策导向性是第一位的 .
The paper proposes “comparative model” and “administrative model” in the quantitative system. In the discussion of the authoritative property of the two models, the author thinks the policies should be put in the first place in the quantitative system based on “administrative model” when the scientific property is not ideally achieved.
