摘要
专家参与一直是党和国家决策过程中的重要环节。长期以来,西方公共政策学者已构建出一系列理论模型,用以阐释决策过程中专业知识发挥作用的各类机制以及专家行为模式。然而,由于制度环境和决策机制的差异,我们需要突破以西方国家为中心的政策过程理论视角,加强对“国家知识体系”的跨国比较来认识中国等非西方国家的政策过程中专家发挥的作用机制和专家参与行为特点。同时,在全球化时代,专家参与决策的情境已发生广泛变化,我们有必要提出一项关于专业知识公共政策理论的全球研究议程,将更多国家、新兴技术因素以及新型政策行为体纳入考量范畴。本文建议,在突破西方国家政策过程理论模型的基础上,构建具有全球化视野的更加具有包容性的“专家知识理论”。
Expert involvement has consistently been a crucial component in major decision-making processes of the Party and the state.Over an extended period,Western public policy scholars have developed a series of traditional theoretical models to elucidate the various mechanisms through which professional expertise functions in the decision-making process,as well as the behavioral patterns of experts.However,it is imperative for us to transcend the perspective of traditional(Western-centric)policy process theories and enhance cross-national comparisons of"national knowledge regimes"to comprehend the roles played by experts and the characteristics of expert participation behaviors in the policy-making processes of non-Western countries such as China.Meanwhile,in the era of globalization,the contexts in which experts participate in decision-making have undergone extensive changes.It is necessary for us to propose a global research agenda concerning the public policy theory of professional expertise,taking into account a broader range of countries,emerging technological factors,and novel policy actors.This paper suggests that,on the basis of transcending traditional(Western-centric)policy process theoretical models,more inclusive"theories of expertise"with a global perspective should be constructed.
