摘要
本研究基于公共危机管理理论,以高校附属医院为视角,收集国内高校附属医院在应对新发重大传染病存在的问题和不足。结合医院在疫情防控中的角色定位,针对预警监测机制、应急联动体系、专业队伍建设、应急评估体系、运营优化能力环节建立健全相应应对机制,构建以医院为基础的新发重大传染病预警、应对和运营优化策略。
Based on the theory of public crisis management,this study takes affiliated hospitals of universities as the perspective and collected the problems and deficiencies existing in the response of affiliated hospitals of domestic uni-versities to new major infectious diseases.Corresponding response mechanisms should be established and improved for the links of early warning and monitoring mechanism,emergency linkage system,professional team building,emer-gency assessment system and operation optimization capacity,and a new major infectious disease early warning,re-sponse and operation optimization strategy based on hospitals should be constructed.
