摘要
新发重大传染病严重威胁社会经济发展和人类健康与生命安全,极易诱发危机,公立医院门诊是传染病防治的第一道防线,其应对新发重大传染病的危机管理水平直接决定医院整体应急防控能力。现阶段,公立医院门诊在应对重大传染病防控方面存在新发未知传染病监测预警能力不足、法律保障体系不健全、医防分离、联防联控机制滞后等问题。文章基于危机管理的预防、准备、响应、恢复四阶段理论,提出构建新发重大传染病预警监测体系、建立健全传染病防控应急预案及演练制度、强化应急联防联控工作机制以及心理干预与评估总结等具体措施,为公立医院门诊新发重大传染病应对能力体系建设提供借鉴。
Emerging major infectious diseases severely threaten socio-economic development,human health,and life safety,and are highly likely to induce crises.As the first line of defense in infectious disease prevention and control,the crisis management capability of public hospital outpatient departments in responding to emerging major infectious diseases directly determines the hospital's overall emergency response capacity.Currently,public hospital outpatient departments face several challenges in the prevention and control of major infectious diseases,including insufficient surveillance and early warning capabilities for novel infectious diseases,an imperfect legal safeguard system,the separation of medical treatment and disease prevention,and a lagging joint prevention and control mechanism.Based on the four-phase theory of crisis management—prevention,preparedness,response,and recovery—this paper proposes specific measures.These include constructing an early warning and surveillance system for emerging major infectious diseases,establishing and improving emergency preparedness plans and drill systems for infectious disease control,strengthening the joint emergency prevention and control mechanism,as well as implementing psychological interventions and post-event evaluations.This study aims to provide a reference for building the response capacity system for emerging major infectious diseases in public hospital outpatient departments.
