新质生产力赋能城市生态韧性建设:何以可能与何以为之

Empowering Urban Ecological Resilience Construction With New Quality Productivity:How Is It Possible and How Can It Be Done?

摘要 随着城镇化进程推进,面对自然资源约束、社会利益冲突爆发、技术手段制约等多重挑战,城市生态韧性建设的难度日益凸显,亟需新质生产力在技术驱动、产业结构调整等层面对其高效赋能。复杂适应系统理论为探讨新质生产力在创新要素集结、结构优化、组织适应和制度调试等层面赋能城市生态韧性建设提供了重要研究视角。从复杂适应系统理论观之,新质生产力赋能城市生态韧性建设强调要加快以科技为核心的要素配置,优化产业和空间布局,改善主体协同组织环境,强化顶层设计和政策保障,从而提升城市生态韧性系统的自适应能力和协同运转能力,保障整个系统在多元互动中达到动态平衡和协同演化。 With the advancement of urbanization,the difficulty of urban ecological resilience construction is increasingly prominent in the face of multiple challenges such as natural resource constraints,social interest conflicts,and technological limitations.There is an urgent need for new quality productivity to efficiently empower urban ecological resilience construction at the levels of technological drive and industrial structure adjustment.The theory of complex adaptive systems provides an important research perspective for exploring how new quality productivity empowers urban ecological resilience construction in aspects such as the assembly of innovative elements,structural optimization,organizational adaptation,and institutional adjustment.From the persective of CAS theory,the empowerment of urban ecological resilience construction by new quality productivity emphasizes accelerating the allocation of elements centered on science and technology,optimizing industrial and spatial layouts,improving the collaborative organizational environment of subjects,strengthening top-level design and policy guarantees,thereby enhancing the self-adaptive and collaborative operation capabilities of the urban ecological resilience system to ensure that the system achieves dynamic balance and co-evolution in multi-dimensional interactions.
