摘要
为提升基层安全管理水平,突破基层站队安全管理中“制度依赖”与“被动执行”的瓶颈,本文基于复杂适应系统(CAS)理论,以国家管网集团日照作业区为研究对象,开展基层安全自主管理机制研究与示范建设实践。通过分析安全自主管理系统的复杂适应性,指出其具备聚集、多样性、非线性等CAS核心特征;进而构建“安全文化-安全能力-本质安全-激励机制”四维协同模型,从微观主体交互与宏观系统涌现视角解析管理机制。通过日照作业区11个月的干预性实践显示:从安全文化引领、安全能力建设、本质安全强化、激励机制创新4个维度实施具体举措,实现了员工安全文化认同度提升42%,中级及以上技能等级员工占比超70%,设备故障率下降18%,员工安全管理参与意愿上升41%。研究验证了四维协同模型在推动安全管理从被动监管向主动进化转型中的有效性,为基层安全自主管理提供可复制的理论框架与实践路径。
In order to enhance the grassroots safety management level and overcome the bottlenecks of“system dependence”and“passive compliance”in the safety management at grassroots stations and teams,in this paper,based on the complex adaptive systems(CAS)theory,Rizhao Operational District of PipeChina was taken as a research subject to conduct the mechanism research and the demonstration construction practice of the grassroots autonomous safety management.By analyzing the complex adaptability of the autonomous safety system,the core CAS characteristics including aggregation,diversity,and nonlinearity were revealed.Subsequently,a four-dimension synergy model encompassing safety culture,safety capability,intrinsic safety,and incentive mechanisms was developed,with the analysis of management mechanisms from the perspective of the micro agent interaction and macro system emergence.The 11 months intervention practices in Rizhao Operational District show that the implement of concrete measures from four dimensions of safety culture lead,safety capability construction,intrinsic safety reinforcement,and incentive mechanism innovation realizes the increase in the degree of recognition of staff’s safety culture by 42%,the ratio of staff with intermediate skill and the above more than 70%,the decrease in the failure rate of the equipment by 18%,and the staff’s participation willingness of the safety management by 41%.The effectiveness of the four-dimension synergy model in transforming safety management from passive supervision to active evolution was verified,providing a replicable theoretical framework and practical pathway for the grassroots autonomous safety management.
