摘要 社会事实的清晰化是国家治理的前提,其实质是以信息为中心的国家计算过程。现代国家持续推进社会事实的清晰化,形成了独具特色的国家计算逻辑。可以从计算、算法和算力三个维度来揭示国家计算的内在逻辑,为国家治理的信息化实践进行理论画像。其中计算是运用多样化的符号或代码来标识社会事实,建立人、财、物、事与数据之间的映射关系,为社会事实确立位置和尺度。算法是根据国家治理任务的需要,选择和整合不同的参数和指标,解析社会事实之间的复杂关系。算力是国家测量和运算社会事实的能力,是清晰刻画和摆布社会事实的可能性,决定了国家治理的效率和效能。计算、算法和算力构成了国家计算的基本维度,为理解国家治理的技术逻辑提供了基本的参照系。 The clarity of social facts is a prerequisite for national governance,and its essence is the national calculation process centered on information.Modern countries has continued to promote the clarity of social facts,and has developed a distinctive logic for national calculation.We can reveal the internal logic of national computing from three dimensions:calculation,algorithm and computing power,and make a theoretical portrait of the information practice of national governance.To be more specific,using diversified symbols or codes,calculation identifies social facts,established the mapping relationship between people,finance,goods,things and data,and establishes the position and scale for social facts.Algorithm selects and integrates different parameters and indicators as well as analyzes the complex relationships between social facts according to the needs of national governance tasks.Computing power is the ability of the state to measure and calculate social facts,and it’s also what makes portray and manipulate social facts clearly possible.Computing power determines the efficiency and effectiveness of national governance.Calculation,algorithm,and computing power constitute the basic dimensions of national computing and provide a basic frame of reference for understanding the technical logic of national governance.
