摘要
“脱贫攻坚与乡村振兴有效衔接”已进入冲刺和收尾时期,此阶段表现出的发展与治理机制亟需进行系统性归纳。首先,以“有效性”视角分析两大战略从“衔接”迈向“有效衔接”背后的学理意涵,并嵌入一套与之适配的“演进韧性”分析框架。基于“演进韧性”的研究范式,从“反弹”与“反超”两大接续又相并的衔接子阶段,分别对脱贫攻坚和乡村振兴中的经验及问题进行系统性解析。最后,构建形成“反弹并反超”的整体性韧性机制。该机制在集群上各有功能特色,在价值作用上互相弥合,在推进阶段上支撑渐进,为解构并建构乡村可持续的衔接发展提供一定的思路。
The effective connection between poverty alleviation and rural revitalization has entered the sprint and final stage,and the development and governance mechanisms presented in this stage urgently need to be systematically summarized.Firstly,from the perspective of“effectiveness”,this study analyzes the theoreti-cal connotations behind the transition of the two major strategies from“connection”to“effective connec-tion”,and embeds an adaptive“evolutionary resilience”analysis framework.Next,based on the research paradigm of“evolutionary resilience”,the study systematically analyzes the experiences and problems in pov-erty alleviation and rural revitalization from the two consecutive and complementary sub stages of“bounce back”and“bounce forward”.Finally,the study constructs a holistic resilience mechanism of“bounce back and bounce forward”,which features functional characteristics in each cluster,complementary value roles,and supportive gradual progress in the implementation stage,providing some governance ideas and innovative ways for the effective convergence of the two major strategies.
