摘要
精准脱贫是全面建成小康社会的三大攻坚战之一,乡村振兴是新时代最大的民生工程,两者能够统筹衔接吗?基于项目组对贫困地区88个贫困村1158户农户的微观调查数据,从精准脱贫和乡村振兴两个系统产生的效果出发,借鉴耦合理论对两者的统筹衔接程度进行了实证研究。结果表明:精准脱贫与乡村振兴战略能够统筹衔接,但目前属于初级互动水平,衔接程度不高。多维贫困视角下的精准脱贫效果有待强化,处于不断探索中的乡村振兴战略效果尚不明显。因此,将精准脱贫与乡村振兴有机衔接,对于巩固脱贫效果、加快实现乡村振兴步伐具有十分重要的理论意义和现实价值。
Targeted poverty alleviation is one of the three key battles to build a well-off society in an all-round way,and rural revitalization is the biggest livelihood project in the new era.Can the two be integrated?This paper studies the integration degree of the two systems from the effect of them based on the survey data of 1158 farmers in 88 poverty-stricken villages by national social science foundation key project group.The research shows that:targeted poverty alleviation and rural revitalization can be integrated,but the degree of integration is low and has been in the primary level of interaction.The effect of targeted poverty alleviation from the perspective of multi-dimensional poverty needs to be strengthened,and the effect of the strateg of Rural Revitalization is still not obvious.Therefore,incorporating targeted poverty alleviation into rural revitalization for integration is of great significance for consolidating the effect of poverty alleviation and realizing rural revitalization.
