摘要
在现代化语境下,国际话语权是制度性话语权与舆论性话语权的有机组合。制度性话语权将国家的全球治理理念和规则标准嵌入国际制度,是建设社会主义现代化强国的重要路径。舆论性话语权关涉中国式现代化实践的阐释权和形象塑造,旨在营造良好的外部舆论环境。当前,制度性话语权未能充分体现中国的大国地位和国际贡献,西方对华认知偏见与舆论攻势呈升级态势。基于此,在制度性话语权方面,应依托中国式现代化的内在优势,积极参与全球治理体系改革,推进国际经贸金融制度创新,对接国际高标准经贸规则,促进中国标准国际化,推动科技新领域的国际机制建设。在舆论性话语权方面,应围绕中国式现代化蕴含的文明观,打造融通中外的中国话语体系,构建全球南方话语共同体,重构国际传播格局。
In the context of modernization,international discourse power is an organic combination of institutional discourse power and public opinion discourse power.Institutional discourse power integrates a nation's global governance principles and regulatory standards into international regimes,serving as a crucial path toward building a great modern socialist country.Public opinion discourse power involves the interpretive authority and image shaping of Chinese modernization practice,aiming to create a favorable external public opinion environment.Currently,China's institutional discourse power does not align with its great power status and global contributions.Moreover,Western cognitive biases and ideological offensives against China are escalating.Based on these challenges,we need to enhance institutional discourse power by leveraging the inherent advantages of Chinese modernization to actively participate in global governance reform.Key measures include driving innovation in international economic,trade and financial systems,aligning with high-standard international trade rules,promoting the internationalization of Chinese standards,and advancing the establishment of international mechanisms in emerging scientific and technological fields.Regarding public opinion discourse power,we need to make efforts around the civilization view embedded in Chinese modernization,constructing China's discourse system that bridges Chinese and global perspectives,building a discourse community for the Global South,and reshaping the international communication landscape.
