摘要
东盟轮值主席国建构制度性话语权,其中涉及与东盟相关的话语建构,还包括与其他行为体建立良性关系。本研究着重关注东盟轮值主席国制度性话语权的建构过程,借助对权力的生产、实践以及效用展开分析,以此来揭示制度性话语权建构的内在逻辑以及外在表现。东盟轮值主席国的身份从国家个体转变成为东盟代表,权力也从内生性权力转变为外嵌型权威。东盟内部的规则以及规范体系为轮值主席国身份建构提供了合法性与职责依据,奠定了轮值主席国制度性话语权的基础。轮值主席国凭借自身身份,在本国范围内强化自我表达,稳固关于东盟的观点以及利益偏好,在全球范围内扩大东盟对其他国际行为体的影响力。东盟轮值主席国通过建构制度性话语权,稳固了“东盟中心”地位,为“全球南方”参与全球治理规则制定提供了更多机会,不过也面临着成员国利益分歧、“东盟方式”局限性、域外依赖差异以及局势不确定性等内外部挑战。
The construction of institutional discourse power by the ASEAN Chairmanship involves not only the construction of discourse related to ASEAN,but also the construction of benign relationships with other actors.This study focuses on the construction process of institutional discourse power by the ASEAN Chairmanship,and reveals the internal logic and external manifestations of institutional discourse power construction by analyzing the production,practice and utility of power.The role of the ASEAN Chairmanship has shifted from that of a“national entity”to that of a“representative of ASEAN”,and its power has also changed from“endogenous power”to“externalized authority”.The rules and normative systems within ASEAN provide the legitimacy and responsibility basis for the ASEAN Chairmanship’s identity,laying the foundation for the institutional discourse power.The rotating chairmanship utilizes its position to strengthen self-expression within its own country,consolidate its views and interests on ASEAN,and expand ASEAN’s influence on other international actors on a global scale.The rotating chair of ASEAN has consolidated its position as the“ASEAN Centrality”by establishing institutional discourse power,and has gained more opportunities for the global South to participate in the formulation of global governance rules.However,it also faces internal and external challenges,such as divergent member interests,limitations of the‘ASEAN Way’,varying degrees of external dependence,and uncertainties in the regional landscape.The construction of the institutional discourse power of the ASEAN Chairmanship offers valuable insights and lessons for reflecting on China’s institutional discourse power in global governance.
