摘要
从多元化智能途径进行赋能增效,把握赋能要素、原则,突出问题意识和目标导向,探寻社区治理有效路径,总结适用于中国的智能化治理之道,具有重要的学术与实践价值。智能化社区治理各要素整合共振,是现代化治理的最典型特征。实现智能化赋能社区治理,应遵循便捷化社区智能技术工具赋能、法治化智能管理制度赋能、多元化社区智能参与社会赋能、精细化社区智能服务组织赋能和普惠化社区智能经济市场赋能等五项基本原则。我们不仅要从技术层面实现智能化充分赋能社区治理这一目标,而且还要从治理主体、权责划分、法律制度等多方面入手,综合施策,整合发力,确保治理成效。从智能化赋能社区治理发展前景来看,它具有十分重要的战略意义和现实价值。随着科技不断进步,我国智能化社区治理发展必将更加高效化、精准化和人性化,必将成为我国治理体系和治理能力现代化的重要组成部分,为全人类社区治理现代化建设提供宝贵的中国经验、中国智慧。
It is of great academic and practical value to empower and increase efficiency through multiple intelligent approaches,grasp empowerment elements and principles,highlight problem awareness and goal orientation,explore effective paths for community governance,and summarize intelligent governance methods applicable to China.The integration and resonance of all elements of intelligent community governance is the most typical feature of modern governance:Data elements are the core strategic resources for intelligent community governance,laying the foundation for empowerment;technical elements provide guarantees for intelligent community governance,and their crucial role is indispensable;subject elements,as the nodes of all elements,define the value orientation of each element and provide core support for intelligent community governance;chain elements are the necessary conditions for the entire empowerment system,connecting all elements and enabling the gears of governance to keep turning,achieving the optimization of governance efficiency.To achieve intelligent empowerment in community governance,five fundamental principles should be followed:facilitating the empowerment of community governance through convenient intelligent technology tools,legalizing the empowerment of intelligent management systems,diversifying the empowerment of community intelligent participation in society,refining the empowerment of community intelligent service organizations,and popularizing the empowerment of community intelligent economic markets.We should not only aim to fully empower community governance through intelligent means at the technical level,but also take multiple approaches from governance subjects,division of rights and responsibilities,legal systems,etc.,to implement comprehensive measures and integrate efforts to ensure governance effectiveness:strengthen the cooperation mechanism between the government and society to effectively avoid the“technology traps”of intelligence;clarify the division of rights and responsibilities in AI governance and firmly grasp the decision-making power of community governance;establish and improve legal systems and regulatory frameworks to clearly define the legal authority of intelligent applications;stimulate the enthusiasm and depth of full participation of residents and the public,and enhance the socialization level of intelligent technologies.From the perspective of the development prospects of intelligent empowerment in community governance,it has significant strategic significance and practical value.With the continuous advancement of science and technology,the development of intelligent community governance in China will surely become more efficient,precise and humanized,and will undoubtedly become an important part of the modernization of China’s governance system and governance capacity,providing valuable Chinese experience and wisdom for the modernization of community governance worldwide.
