摘要
近年来,随着人工智能、大数据、云计算、物联网、区块链等新一代智能技术的快速发展,基层智能治理成为我国基层治理现代化发展的重要方向。在此背景下,立足基层智能治理场景推动党的数字领导力建设成为当前学术界、实务界需要回答的时代命题。目前,各地相关部门在推动基层智能治理实践时越来越重视党的数字领导力建设。与实务界的先行探索相比,学术界对于基层智能治理场景中党的数字领导力这一命题的研究相对滞后。如何系统地阐释和剖析基层智能治理场景中党的数字领导力的建构逻辑、现实问题,据此提出可行性的优化路径,是一项亟待开展的研究课题。“结构—过程—功能”的整合性分析框架可以为本研究的开展提供具有可行性、系统性的研究框架。基层智能治理场景中党的数字领导力的建构逻辑,从结构层面来看,表现为构建“一核多元”的基层智能治理共同体;从过程层面来看,表现为通过党建赋善与赋能推动多元协同治理;从功能层面来看,表现为以党的全面领导实现高效能治理。辩证地看,虽然党的数字领导力在基层智能治理场景中的运行取得了显著成效,但依然存在一些现实困境。从结构层面上看,存在一定程度的“悬浮化”运作;从过程层面上看,存在一定程度的非均衡协同;从功能层面上看,存在一定程度的供需不匹配。针对上述问题,探索结构上的嵌入整合式治理、推动过程上的均衡协同式治理、完善功能上的供需匹配式治理,是基层智能治理场景中进一步提升党的数字领导力的优化路径。
In recent years,with the rapid advancement of new-generation intelligent technologies—in-cluding artificial intelligence,big data,cloud computing,the Internet of Things,blockchain—intelligent governance at the grassroots level has emerged as a key direction for advancingthe modernization of grassro-ots governance in China.In this context,advancing the development of the Party’s digital leadership in the scenescapes of grassroots intelligent governance has become a pressing and epoch-defining issue that de-mands the attention of both scholars and practitioners.At present,government departments across various regions have increasingly prioritizedthe cultivation of the Party’s digital leadership in advancing grassroots intelligent governance practices.Nevertheless,compared with the pioneering efforts observed in policy-making and practical implementation,academic research remains relatively underdeveloped.A core re-search agenda,therefore,is to systematically articulate and critically examine the logics of construction and the practical challenges associated with the Party’s digital leadership in the scenescapes of grassroots intel-ligent governance,and,on this basis,to propose feasible pathways for its optimization.In this regard,the integrative analytical framework of“structure,process,function”provides a feasible and systematic lens through which to advance the study.The construction logics of the Party’s digital leadership in the scenes-capes of grassroots intelligent governance can be analyzed at three levels:at the structural level,it is re-flected in the formation of a“core-plurality”community of grassroots intelligent governance;at the proces-sual level,it is manifested through Party-led facilitation of good governance and capacity-building to pro-mote multi-actor collaborative governance;and at the functional level,it is realized through the Party’s comprehensive leadership to achieve high-performance governance.From a dialectical perspective,while the Party’s digital leadership has yielded notable achievements in the scenescapes ofgrassroots intelligent governance,several practical challenges remain.At the structural level,governance operations tend to be-come somewhat detached or fragmented;at the processual level,collaborative practices are at times une-ven;and at the functional level,mismatches between supply and demandcontinue to persist.To address these challenges,the key pathways for strengthening the Party’s digital leadership in the scenescapes of grassroots intelligent governance include:embedding and integrating governance mechanisms at the struc-tural level;fostering balanced and collaborative governance throughout the process;and refining functional governance to better align supply with demand.
