摘要
世界重要教育中心本质上是基于思想创新、知识创新、技术创新、制度创新等创新驱动,在全球人才培养、知识创造、教育治理中发挥引领性作用,推动世界文明交流互鉴和可持续发展的创新型、高质量教育体系。基于对世界重要教育中心基本内涵的界定,围绕全球人才培养中心、全球知识创造中心、全球教育治理中心三个子中心的建设目标,构建了“创新人才自主培养能力”“世界优秀人才吸引力”“自主创新能力”“全球教育规则制定能力”“全球教育规则协调推进能力”“教育国际传播能力”六大核心能力以及25项关键指标,并通过与美、英、德、法等教育强国的指标比较,提出了“创新人才自主培养体系”“国际教育交流品牌体系”等八个支点体系的建设路径。通过支点体系建设和关键指标的量变积累,推进世界重要教育中心核心能力的系统性跃升,进而实现我国在全球教育体系中的格局性变化。
An important world Education centre is essentially driven by innovation in ideas,knowledge,technology,and institutions.It plays a leading role in global talent cultivation,knowledge creation,and educational governance,thus promoting exchanges and mutual learning of civilizations and the sustainable development of an innovative and high-quality education system.Based on the definition of the basic connotation of an important world education center,and focusing on the construction goals of the three sub-centers—the world talent cultivation center,world knowledge creation center,and global education governance center—and seven core competencies—the capability of innovative talent independent cultivation,the attractiveness of world outstanding talents,independent innovation capability,global education rulemaking capability,global education rule coordination and promotion capability,and international communication capacity in education—as well as twenty-seven detailed key indicators have been constructed.Moreover,by comparing the indicators and statistics of education powerhouses such as the United States,Britain,Germany,and France,a construction path with eight pivot systems has been proposed,including the innovative talent independent cultivation system and a brand system of international education exchange and communication,etc.By constructing the pivot systems and accumulating key indicators quantitative changes,the core competencies of the important world education center will achieve a systematic leap,thereby realizing a pattern change in China s global education system.
