科技创新与产业创新耦合协调发展评价——以广东省国家高新区为例 被引量:7

Evaluation of the Coupling Coordination Development Between Scientific and Technological Innovation and Industrial Innovation:Taking the National High-Tech Zone of Guangdong Province as an Example

摘要 国家高新区具有科技与产业双重属性,是实现科技创新与产业创新的重要载体。进一步推进科技创新与产业创新深度融合,积极发挥科技对产业的支撑引领作用成为新时期国家高新区建设的重要课题。综合运用熵值法,建立耦合协调度模型,以广东省14家国家高新区2018—2022年的相关数据为样本,对科技创新与产业创新系统综合能力进行测度,并分析二者之间的耦合协调关系。结果表明:研究期内广东省国家高新区科技创新与产业创新能力显著提升,二者耦合协调关系不断改善;省内不同区域的国家高新区科技创新与产业创新耦合协调度有所差异,位于广州、深圳等珠三角地区的国家高新区耦合协调度较高,其中深圳高新区实现了科技创新与产业创新的优质协调,而粤东粤西粤北部分地区的高新区耦合协调度较低主要是因为科技创新能力相对较差,支撑产业创新发展的能力有待提升;科技投入和创新主体培育不足是制约广东省高新区创新发展的最大因素。基于此,从科技投入、创新资源布局、新兴产业培育三方面提出加大研发费用和研发人员投入力度、强化高端创新资源布局、加快培育新兴产业等建议。 National high-tech zones possess dual attributes of technology and industry,serving as crucial platforms for achieving technological innovation and industrial innovation.Further promoting the deep integration of technological and industrial innovation and actively leveraging technology to support and lead industrial development has become a key focus in the construction of national high-tech zones in the new era.This paper comprehensively uses the entropy method and coupling coordination model,and takes the relevant data of 14 national high-tech zones in Guangdong province from 2018 to 2022 as samples.A comprehensive evaluation index system is constructed to assess the overall capabilities of scientific and technological innovation as well as industrial innovation systems.The SPSSPRO software is employed to analyze the coupling and coordination relationship between the two.The research shows that:during the study period,the scientific and technological innovation and industrial innovation capabilities of national high-tech zones in Guangdong province are significantly improved,and the coupling and coordination relationship between the two has shown continuous improvement.However,the degree of coupling coordination between scientific and technological innovation and industrial innovation varies significantly across national high-tech zones in different regions:zones located in the Pearl River Delta,such as Guangzhou and Shenzhen,exhibit higher levels of coupling coordination,with Shenzhen High-Tech Zone achieving exemplary alignment between technological and industrial innovation.Conversely,some high-tech zones in eastern,western,and northern Guangdong show lower coupling coordination,primarily due to relatively weaker technological innovation capabilities and insufficient support for industrial innovation development.Inadequate investment in technology and the lack of cultivation of innovation entities are the most significant factors constraining the innovation-driven development of high-tech zones in Guangdong province.Based on this,suggestions are proposed from three aspects:increasing research and development expenses and personnel investment,strengthening the layout of high-end innovation resources,and accelerating the cultivation of emerging industries.
