摘要
推动科技创新与产业创新的深度融合,既是我国实施创新驱动发展战略的核心要义,也是发展新质生产力的关键路径。人工智能作为引领新一轮科技革命和产业变革的战略性、主导性技术,在驱动科技创新与产业创新深度融合的过程中具有溢出带动性很强的“头雁”效应和核心引擎作用,在创新范式重塑、产业范式变革、经济动能转换、治理体系进化、全球竞争重塑等方面深刻影响着科技创新与产业创新的融合效应。现阶段,我国通过发展人工智能驱动科技创新与产业创新深度融合已取得显著成效,但仍存在科技创新与产业创新深度融合的固有障碍和人工智能的赋能障碍亟需突破。为全面提升人工智能驱动科技创新与产业创新深度融合水平和动能,需加快建立与人工智能创新趋势相适应的体制机制、包容审慎制定人工智能法治治理新方案、构建人工智能驱动的创新链与产业链融合生态、打造人工智能赋能的科技金融服务体系、形成政产学研一体的人工智能人才培养机制,从而为实现经济高质量发展提供强大动力。
Promoting the deep integration of technological innovation and industrial innovation is not only the core essence of China's innovation driven development strategy,but also the key path of developing new quality productivity.Artificial intelligence,as a strategic and dominant technology leading a new round of technological revolution and industrial transformation,has a strong spillover effect and core engine role in driving the deep integration of technological innovation and industrial innovation.It profoundly affects the integration effect of technological innovation and industrial innovation in areas such as innovation paradigm reshaping,industrial paradigm transformation,economic momentum transformation,governance system evolution,and global competition reshaping.At present,China has achieved significant results in promoting the deep integration of technological innovation and industrial innovation through the development of artificial intelligence.However,there are still inherent obstacles to the deep integration of technological innovation and industrial innovation as well as obstacles to the empowerment of artificial intelligence that urgently need to be overcome.In order to comprehensively enhance the level and momentum of deep integration between AI driven technological innovation and industrial innovation,it is necessary to accelerate the establishment of institutional mechanisms that are compatible with the trend of AI innovation,develop new plans for AI rule of law governance that are inclusive and prudent,build an AI driven innovation chain and industry chain integration ecosystem,build a technology finance service system empowered by AI,and form an AI talent training mechanism that integrates government,industry,academia,and research.This will provide strong impetus for achieving high-quality economic development.
