摘要
科技创新与产业创新的深度融合是驱动经济高质量发展、构建国家竞争新优势的战略核心,但其融合发展受制于多重制度壁垒。科技创新与产业创新深度融合的制度性壁垒主要表现为政策法规的协同性有待加强、体制机制的运行障碍、市场资本的配置失衡以及创新文化生态机制的缺失。在这一语境下,政策调适可以通过三阶演化机制、模块化解耦策略、激励相容机制以及“技术嵌入式”治理工具,直接推动制度性壁垒的破除。为系统性破解上述壁垒,需以政策调适为核心路径:构建动态适配的政策试点机制、破解政策法规协同困境,完善产学研协同创新机制、打破区域性行政壁垒,优化市场环境与资本支持机制、跨越创新“死亡谷”,加强创新文化生态体系建设、弥合认知鸿沟。最终通过制度环境的适应性重构与治理工具的创新性设计,实现创新要素的高效配置与协同联动。
The deep integration of scientific and technological innovation and industrial innovation is the strategic core for driving high-quality economic development and building new competitive advantages for China.However,their integrated development is restricted by multiple institutional barriers.Specifically,the institutional barriers to the deep integration of scientific and technological innovation and industrial innovation are mainly manifested as the insufficient coordination of policies and regulations,the obstruction of the operation of systems and mechanisms,the imbalance in the allocation of market capital,and the lack of an ecological mechanism for an innovation culture.In this context,policy adjustment can directly promote the removal of institutional barriers through three-stage evolution mechanism,modular decoupling strategy,incentive-compatible mechanism and"technology embedded"governance tools.To systematically break through the institutional barriers to the deep integration of scientific and technological innovation and industrial innovation,it is necessary to take policy adjustments as the theoretical core,build a dynamic and adaptable policy pilot mechanism,solve the predicament of policy and regulation coordination,improve the collaborative innovation mechanism of industry,academia and research,break regional administrative barriers,optimize the market and capital support mechanism,and cross the"valley of death"in innovation.It is advisable to strengthen the construction of the innovative cultural ecosystem and bridge the cognitive gap.Through the adaptive reconstruction of the institutional environment and the innovative design of governance tools,the efficient allocation and collaborative interaction of innovative elements can be achieved.
