摘要
文章围绕高新区差异化评价,探索性提出“共性+个性”的高新区差异化考评指标体系框架,设置了12项共性指标(涵盖创新投入、产业贡献、国际合作、金融支持4大维度),提出可由各参评园区自主申报若干项个性指标,运用聚类分析与因子分析法,对江苏省18家国家高新区进行科学分类和综合评价,识别出5大类具备不同发展特征的高新园区,为推进高新区差异化发展施策提供了基础支撑。
The article centers on the differentiated evaluation of high-tech zones and tentatively proposes a framework for a differentiated evaluation index system for high-tech zones,termed“commonality+individuality”.It establishes 12 common indicators,encompassing four dimensions:innovation investment,industrial contribution,international cooperation,and financial support.Additionally,it allows each participating park to voluntarily declare some individual indicators.By employing cluster analysis and factor analysis,the article scientifically categorizes and comprehensively evaluates 18 national high-tech zones in Jiangsu Province,identifying five major categories of high-tech parks with distinct development characteristics.This provides foundational support for implementing strategies to promote differentiated development in high-tech zones.
