摘要
在教育强国建设进程中,打造一支高素质专业化的教师队伍至关重要。保证编制供需平衡是建强师资的首要任务。当前,学龄人口变动新趋势、教育发展新要求和学校功能拓展新变化诱发了教师编制供需矛盾。为了实现编制充足供给,需要转变配置理念:由“总量核定”转变为“结构化核定”,由“单校保障”转变为“区域统筹”,由“静态配置”转变为“动态调整”,并从编制核定标准、核定方式以及调配机制三方面入手,完善教师编制保障机制。
In the process of constructing a country of education power,it is crucial to build a team of highly qualified teachers.Ensuring a balanced supply and demand of the authorized staff is the primary task in strengthening the teaching resource.Presently,new trends in the school-age population,new requirements for educational development,and new orientations in the expansion of school functions have triggered contradictions in the supply and demand of authorized staff.In order to achieve a sufficient supply of authorized teaching staff,it is necessary to transform the concept of configuration:shifting from“total quantity estimation”to“structured determination”,from"single-school guarantee"to“regional coordination”and from“static determination”to“dynamic adjustment”.Moreover,improvements should be made in the guarantee mechanism for authorized staff for teachers by addressing the standards for staffing assessment,assessment methods,and allocation mechanisms.
