摘要
人口变化是影响教育资源配置的关键因素。近年,韩国面临的人口负增长问题日益严峻,政府从人、财、物三方面着手,对教师资源、教育经费和学校规模等教育资源采取了多种配置举措,力求促使教育适应新的人口发展形势。这些措施取得了优化总体师生比例、抑制私立教育发展和重构学校规模布局的成效,但同时也暴露出地区师资配置不均、资金投入差距明显和实施方案有待完善的不足。韩国经验为在人口变动背景下优化教育资源配置提供了一些新思考,未来韩国或将围绕人口质量的提升进行教育资源配置优化,进一步发挥教育在人口问题解决中的促进作用。
Demographic change is a key factor affecting the allocation of educational resources.In recent years,Korea has been facing the increasingly serious problem of nega-tive population growth,and the government has taken a variety of measures to allocate edu-cational resources,such as teacher resources,educational funding,and school size,in terms of human,financial and material resources,in an effort to adapt education to the new demo-graphic situation.These measures have been effective in optimizing the overall teacher-stu-dent ratio,curbing the development of private education,and restructuring the size and lay-out of schools,but they have also revealed the shortcomings of uneven allocation of teachers in the regions,obvious disparities in funding,and the need for improvement in the imple-mentation of the program.The Korean experience has provided some new thoughts on opti-mizing the allocation of educational resources in the context of demographic changes,and in the future Korea may optimize the allocation of educational resources around the improve-ment of population quality,which will fulfill the role of education as a facilitator in the solu-tion of population problems.
