摘要
公共文化服务政策的演进是推动公共文化服务理论创新和实践创新的重要动力,厘清中国公共文化服务政策的演进进程具有重要意义。因此,可根据政策文本的量化研究方法,运用文本分析工具ROST CM6对中国2006—2022年的159份公共文化服务政策文本进行可视化呈现和内容分析,探究中国公共文化服务政策的演进过程和特征。基于量化分析结果,研究揭示了中国公共文化服务政策以国民经济和社会发展五年规划为发展阶段的演进进程,发现中国公共文化服务政策演进具有政策类型由偏重支持性发展政策到偏重目标性战略政策、政策内容从趋向聚合到高度聚合、政策话语趋向“延续—聚焦”与“拓展—融合”的趋势。值得注意的是,理解中国公共文化服务政策演进逻辑,需以国民经济和社会发展五年规划为基本单元;推动中国公共文化服务政策实践,需把握政策演进中的变与不变。
The evolution of public cultural service policy is an important driving force to promote the theoretical and practical innovation of public cultural service,so it is of great significance to clarify the evolution of China’s public cultural service policy.Therefore,quantitative research method can be based on policy texts,text analysis tool ROST CM6 was used to visually present and analyze 159 public cultural service policy texts since 2006 to 2022 to explore the evolution process and characteristics of China’s public cultural service policy.Based on the results of quantitative analysis,the research reveals the evolution process of China’s public cultural service policy with the five-year plan for national economic and social development as the development stage.It is found that the evolution of China’s public cultural service policy has the trends of policy type from supportive development policy to target-oriented strategic policy,policy content from trend to high convergence,and policy discourse with both continuation-focus and expansion-integration.It is worth noting that understanding the evolution logic of China’s public cultural service policy needs to take the five-year plan for national economic and social development as the basic unit,and to promote the practice of China’s public cultural service policy needs to grasp the changes and changes in policy evolution.
