摘要
公共文化服务政策工具是实现公共文化服务有效供给的途径,也是进行政策分析的必要手段。本文以政策工具为视角,采用内容分析法,通过选取样本、编码分类和统计分析等步骤对当前我国公共文化服务领域的主要政策文本进行分析。研究发现,在政策工具维度上,政府部门对不同类型政策工具的依赖性呈现为"差序格局":对环境型政策工具强依赖,对供给型政策工具一般性依赖,对需求型政策工具弱依赖。优化环境型政策工具,调整供给型政策工具结构,提升需求型政策工具应用水平是完善我国公共文化服务政策的重要路径。
Policy instruments of public cultural service are the ways to realize the effective supply of public cultural services and nec- essary means for policy analysis. From the perspective of policy instruments, this paper using content analysis method, analyzes the main policy texts of public cultural service in China through the steps of selecting samples, coding classification and carrying statisti- cal analysis. According to study, on the dimension of policy instruments, the government＇s reliance on different types of policy in- struments presents as ＂difference-order pattern＂： strong reliance on environmental policy instruments, general reliance on supply- typed policy instruments and weak reliance on demand-typed policy instruments. Optimizing environment policy instruments, adjus- ting structure of supply-typed policy instruments, and promoting application of the demand-typed policy instruments are important paths to perfect the public cultural service policy.
