摘要
简述人力资本与人力资源、人力资本管理与人力资源管理两组不同的概念。认为应从促进现代图书馆学创新、图书馆知识管理、图书馆可持续发展的角度来认识图书馆人力资本管理的作用。提出正确树立图书馆人本管理理念、确立图书馆人力资本需求、确定图书馆人力资本投资方式和建立图书馆人力资本管理的激励与约束机制等人力资源管理的实施策略。
The paper briefly introduces the discrepancies between human capital and human resources and those between human cap-ital management and human resources management. The paper suggests that the role of the human eapital management in librariesshould be recognized in view of faeilitating innovation of modern library science, knowledge management in libraries, and sustainabledevelopment of libraries. Therefore, four points are put forward for libraries to implement strategies of human capital management.
