摘要
目的分析2010-2019年广东省卫生资源配置的公平性,为明确资源配置现状、优化卫生资源配置政策提供依据。方法采集广东省医疗卫生机构年报表和统计年鉴数据,采用基尼系数(Gini coefficient)、泰尔指数(theil index)评价各区域医疗卫生机构、医务人员和床位等卫生资源配置公平性动态趋势。结果广东省卫生资源总量和人均占有量呈逐年上升趋势;卫生资源按人口分配的基尼系数为0.048~0.173,按面积配置的基尼系数为0.203~0.411,且有上涨趋势;其中,2019年医务人员按面积配置的基尼系数为0.411;泰尔系数分解结果显示,卫生资源按地理配置的组间泰尔指数大于组内,差异贡献率主要来源于组间。结论近10年广东省卫生资源按人口配置总体公平性良好,但需要关注近5年区域间差异引起的医务人员按面积配置比较不公平趋势。
Objective Objective To analysis the equity in the allocation of health resources in Guangdong between2010-2019 years,provided the basis of functional localization and adjusting the supply of health service.Methods collected the data of questionnaire of medical and health organization.Gini coefficient and Theil index were used to evaluate the equity of regional health resources allocation.Results the health resources and health resources per capita had increased obviously during ten years,Gini coefficient of distribution of health resources by population were between 0.048-0.173,which were reached 0.203-0.411 by geographical area,and that index has shown an upward trend in recent years.Theil index indicated that the Theil index between group were greater than that within group.Differential contribution rate mainly comes from group.Conclusion the equity in the allocation of health resources by populations were better than by geographical area,regional differences had great impact on the equity of health resouces allocation.
