摘要
目的:分析北京市医疗卫生资源配置的公平性,为北京市医疗卫生资源配置优化和医疗保障完善提供参考依据。方法:将北京市各城区按照功能进行划分,以服务人口数量为分析依据,比较各区卫生资源的平均配置水平,通过洛伦兹曲线、基尼系数、泰尔指数测算资源配置的公平性。结果:北京市医疗卫生人力资源、物力资源、财力资源的基尼系数分别为0.26,0.21和0.20。泰尔指数分析结果基本与基尼系数一致,区域内部差异是物力资源和财力资源公平性变动的主要因素,区域间差异是人力资源公平性差异的主要因素。结论:北京市医疗卫生资源配置结构总体较为公平,但是区域之间和区域内部的差异仍不可忽视,卫生人力资源配置需要更加注重公平性提升。
Objective: To explore and discuss the allocation equity of health service resources in Beijing in 2016 and provide some references to improvement of health service supply in Beijing. Methods: It divided 也e districts of Beijing by the adminis打ativ^ functions. Based on the health practitionerdata of health institution, the average level was analyzed through Lorentz curve, Gini coefficient, and Theil index. Results: The Gini coefficients of the allocation of health practitioner, health institution, and health investment were 0.26, 0.21and 0.20 respectively. The Theil index was consistent with the Gini coefficient. Regional internal difference was the main factor effected the differences of human resource equity. Conclusion: The allocation equality in health service resources was generally good, while the differences within regions and among regions should be considered. The allocation equality in health manpower needed to be improved.
