大学中两种组织的矛盾与调适 被引量:18

Contradiction and Adjustment between Academic Organization and Management Organization in University

摘要 学术组织与管理组织是现代大学组织结构中两个重要的组成部分。大学学术组织的主要特征可以概括为:多重的目标、多样的行为方式及多元的文化。大学管理组织的基本特征是"科层制",主要表现为:同一的目标、有权威的等级结构及追求效率的文化。学术组织与管理组织之间的差异及矛盾在不同组织结构和组织文化的大学中的性质与表现形式是不一样的。我国大学学术组织的科层化和学术组织与管理组织之间的不平衡是需要思考的两大主要问题。对于学术组织与管理组织的调适,首先需要改变现有的学校与学院之间的关系,进一步降低管理重心,扩大学院在教学、研究等学术事务中的自主权;其次需要改变学院内部的组织结构,充分发挥教授在学院学术事务中的作用,使学院褪去"科层制"的色彩,真正成为一种学术组织。 Academic organization and management organization are the two important components of the structure of modern university. The main characteristics of academic organization can he summarized as multiple targets, diversified way of behaviors, diverse culture. The basic characteristics of management organization is "bureaucracy" that contains the same goal, the hierarchical structure and the culture of pursuit of efficiency. The differences and contradictions between the two organizations are not the same as in universities with different organizational structures and organizational cultures. In Chinese universities, bureaucratic academic organization and the imbalance between academic organization and management organization are the two main problems that need in-depth consideration. As for the adjustment between academic organization and management organization, firstly, the existing relationship between school and university should be changed, the focus of management should be lowered further up, the autonomous right of schouls in teaching and academic affairs should be expanded; secondyly, the internal organizational structure in the school shouhl be changed, the function of professors in the academic affairs shouhl be given full play to, so as to make the "bureaucracy" of school be faded, so that the school could become an academic organization genuinely.
