摘要
大学是社会组织,同时也是社会的文化组织,其组织主体、组织活动、组织形式都呈现出鲜明的文化特性。正是大学组织文化的个性特征,决定了大学制度的文化取向。因此,现代大学制度的建构应关注大学组织文化特性,以现代大学理念引导大学制度的构建;重视教育立法,转换政府职能,实行政校分开,切实保障大学法人地位;树立大学自主办学意识,建立大学良性运行机制,正确行使办学自主权;调整大学内部组织结构, 协调大学内部权力分配,突出学术权力在学术事务中的主导作用。
In modern society, a university is both a social organization and a cultural organization.The organizational subject, activities and forms of a university have obvious and unique characteristics. It is the special features of the organizational culture of a university that decide the cultural orientation of university system. In the development of modern university system, due attention must be paid to the features of a university's organizational culture and the concept of modern university must be adopted for guidance. At the same time, educational legislation should be emphasized to guarantee the university's status of legal person by transferring government's functions and separating government's functions from those of universities. Moreover, the concept of independent running of universities should be established and the mechanism of virtuous operation of universities should be set up. As to universities, the inner organizational structure and the inner power distribution should be readjusted for emphasizing the guiding functions of academic power in academic affairs.
