长期以来，制造业始终是支持美国经济增长和社会就业的重要力量。随着国内外发展环境的变化，美国制造业的竞争力有所下降，正在失去领先地位。2010年7月美国众议院启动“美国制造”行动议程，同年10月奥巴马总统签署了《美国制造业促进法案》，2011年6月奥巴马又宣布实施“先进制造伙伴关系”（AMP）计划．提升制造业的战略地位，加大对先进制造业的投入力度，大力培育新兴制造业。并通过鼓励和推动创新来提升美国制造业竞争力。通过这一系列政策措施以重振美国制造业并确保美国在先进制造业领域的领导地位。
Manufacturing industries is an important force for supporting U.S. economy growth and employment. But the competitiveness of American manufacturing industries have dropped and are losing the leading position. The US House of Representatives started Action A ＇US Manufacturing Enhancement Act＇ in October, genda of ＇made in U.S.A.＇ in July, 2010. Present Obama signed 2010 and annonced appliaction of the Advanced Manufacturing Partnership （AMP） to improve strategical status of manufacturing industries, expand money input in advanced manufacturing industries ,breeding manufacturing industries and encourage and promote innovation to highlight the competitiveness of American manufacturing industries. These policy measures will revive American manufacturing industries and ensue its leadership.
