摘要
本文采用三投入超越对数形式的随机前沿面板模型,考察了中国各省市1995年以来高技术产业的生产效率和全要素生产率增长率变迁,我们得出以下基本结论:(1)东部、中部的高技术产业生产率高于西部,且东部和中部的生产效率有明显的上升趋势,而西部地区处于相对平稳状态。(2)市场化程度、创新能力投入与企业规模对高技术产业生产效率有正影响,而政府的政策支持的影响具有不确定性。(3)高技术产业TFP平均值为10.42%,且呈现震荡略有下降的特点,技术进步率的普遍下降严重阻碍了TFP的增长势头。(4)影响全要素生产率的增长率变化的主要因素是技术进步率和生产效率变化率。(5)东部地区的平均技术进步速度低于中西部,而东部地区生产效率的变化率则明显高于西部地区。文章据此提出了发展我国高技术产业的政策措施。
This paper employs the stochastic frontier production function with three factors to measure regional efficiency differences and total factor productivity (TFP) growth of China's Hi-tech Industry. The results show that eastern region is the most efficient while the western region is the least, and eastern and central region get obvious upward trend, while the western region is at a relatively steady state. Market force, innovation investment and the scale of the production are important factors for efficiency improvements, but government policy is uncertain. TFP growth in high-tech industry showed a slight decrease. The general decline of the rate of technological progress has seriously hindered (TFP) growth. The rate of technological pro- gress and changes in the rate of productivity are major factors which impact TFP growth. The average rate of technological pro- gress in east is lower than the Midwest, while the rate of change of productivity in east is significantly higher than the western region. At last, the paper gives some suggestions on developing China's Hi-tech Industry.
