摘要
运用随机前沿生产函数模型,采用2003—2010年的面板数据,对我国战略性新兴产业18个大类行业的技术效率及其影响因素进行分析。结果表明,我国战略性新兴产业的技术效率水平低下,并呈现起伏波动的特征;技术进步速度较快,但随时间的变化呈下降趋势;我国战略性新兴产业存在行业异质性,不同行业的技术效率差异明显;外生性因素中,企业规模和产业集聚度对我国战略性新兴产业技术效率具有正向作用,外商直接投资和国有经济比重对我国战略性新兴产业技术效率产生负面效应。在此基础上,进一步提出改善我国战略性新兴产业技术效率的政策建议。
Using Stochastic Frontier Approach (SFA) and based on the panel data of strategic emerging industries from 2003 to 2010, this paper analyzes technical efficiency and influencing factors of 18 sectors of China's strate- gic emerging industries. The result shows that the technical efficiency of China's strategic emerging industries is low, and presents an undulating characteristic. The technical progress rate of China's strategic emerging industries is fast, but presents downward trend. Heterogeneity exists in China's strategic emerging industries, and the techni- cal efficiency in different industries is different obviously. In exogenous factors, finn size and industrial agglomera- tion have positive effects on technical efficiency of China's strategic emerging industries, while FDI and the pro- portion of state-owned economy have not. Finally, this paper put forward some policy recommendations such as optimizing enterprise-scale structure, strengthening industrial agglomeration effect, attracting high-quality foreign in- vestment and deepening reform of state-owned enterprises
