付费制度改革的内涵、要义和要领是什么,对此人们还缺乏研究。认识的肤浅,导致改革呈现出表层化特征。支付制度改革既是一项事关医保制度可持续的政治任务,又是一门专业性很强的学问,应该把医保付费能力作为经办能力建设的"牛鼻子"来对待。
There is still lack of abundant research about the connotation, the concept and main point of payment system reform. Superficial understanding leads the reform to present a shallow feature. Payment system reform is one political task referring to sustainability of the medical insurance system, and also a very strong professional knowledge. We should treat payment ability of medical insurance institutions as the ＂key＂ of building their handling ability.
