摘要
在全覆盖与"双体制"并存、医保单兵突进与"三医错位"并存、保障能力弱化与群众诉求提升并存、经办管理精确化与经办能力不适应并存的情况下,经办机构为发展全民医保民生大业,在城乡统筹、支付制度改革等方面进行了有益探索。下一步将在建立经办规程、加强精算、全省统一政策和程序、培育医保文化等方面加强经办能力建设。
Under the situation of coexistence of All cover with Double systems, of coexistence of medical insurance＇s one sided development with the ＂Displacement of tripartite medicals＂reform of medical insurance system, reform of medical organizational system, reform of medical health care system）, of coexistence of the weakening of support capacity with the increasing of people＇s appeal, of coexistence of the precision of handling and management with the inadaptation of handling capacity, the social medical insurance agencies ,in order to develop civil medicare, make a beneficial exploration in the aspects of the overall urban-rural development and payment system reform. And next step,the social medical insurance agencies will strengthen the handling ability construction in the field of establishing handling procedures ,strengthening the actuary ,unifying provincial policies and procedures：, and cultivating medical insurance culture.
