摘要
提升基础教育发展质量必须紧紧围绕发展这个中心,进一步更新发展理念、夯实发展条件、提高发展效能。在新的历史条件下,进一步提升基础教育发展质量既是学习实践科学发展观的迫切需要,也是构建和谐社会的迫切需要,同时还是建设创新型国家的迫切需要。当前,进一步提升基础教育发展质量,必须充分发挥地方政府的主导作用、学校主体的能动作用,以及社会各界的支撑作用。
The promotion of the development quality of basic education must be focused on the central task of development,refresh its concept,consolidate its conditions and improve its effectiveness.Under the new historical condition,its further enhancement is an urgent need to study and practice the scientific concept of development,to construct a harmonious society and to build an innovative country.At present,the further enhancement of it must be brought into a full leading role of local government,a dynamic role of school subject and a supportive role of all social sectors.
