摘要
介绍了厦门工程担保试点的主要做法,指出了其基本效果和主要问题,对工程担保制度的改善和演进进行了扼要分析,提出了兼容并包多国惯例并符合我国制度环境的双轨分类推进模式,并指出了其操作策略和具体路径。
First, this paper introduces the main practice on construction bonding system experiment in Xiamen briefly and points out the basic effect and the main problems. Then, it gives the analysis about the improvement and development of construction bonding system. Finally, it produces the advancement pattern all-bracing multinational practice and according with Chinese regulation environment and points out its operation tactics and concrete route.
