近期建设规划的内容应该由不同城市的需要、不同的编制背景决定,着重解决现阶段最迫切需要解决的问题,强调灵活调适、持续创新和渐进改善。近期建设规划编制应该是一种动态的、渐进的、滚动式的编制,每年都应该在发改部门编制五年规划时就开展前期工作,客观分析前五年的财政、项目实施、市场变化情况,建立项目建设预审制度,与发改部门及市政府共同完成项目库的编制,并对比项目实施情况与市场需求的差异,反复对项目库进行反馈与修改。
The content of the short-term plan for urban construction should be decided by the needs of different cities and different backgrounds. Emphasis is laid on the settlement of the most urgent problems at the present stage and stress is given to the flexible adiustment, continuous innovation and gradual improvement. The draft of the short-term construction plan should be one that is dynamic, gradual and progressive. Preparatory work should be started every year before the department of development and reform starts the preparation of the five-year plan. Objective analysis should be made on the financial status, project implementation and market change in the previous five years. A preliminary examination system should be established for construction projects. Joint efforts should be made with the department of development ahe reform and the municipal government to complete the preparation of the project bank and repeated feedback and adjustment should be made to the project bank through the comparison of the project implementation and the market demand.
