摘要
指出导致系统性的、全国性的城市环境危机和城市功能与结构混乱的主要根源之一是计划经济体制下形成的、“规模-性质-空间布局”为模式的物质空间规划编制方法论;基于现行方法论的城市空间发展规划是一种建立在不确定基础上的空中楼阁。在此基础上提出“反规划”途径:强调一种“逆”向的规划过程,“负”的规划成果,即生态基础设施,用它来引导和框限城市的空间发展。文章强调,人地关系的和谐是解决一切城市问题的关键“。反规划”途径试图通过建立保障自然人文过程安全和健康的景观安全格局,来综合地解决国土生态安全问题、城市的功能结构问题、交通问题、城市特色以及城市的形态问题。
The speedy urbanization process m China challenges the planning methodology. Traditional urban planning model of “population speculation-land use.” which was evolved during the planned economy in the past decades has been proven again and again invalid in dealing with the current urban development issues, and should be responsible for the degrading ecological conditions across the nation, and the chaos of the form and function of cities in China. The authors therefore proposed a negative approach to urban planning, and especially the physical planning of the city. The negative approach gives priority to identifying and planning of ecological infrastructure-the integrated security patterns that are critical in safeguarding the natural, biological and cultural processes across landscapes.
