认为城市规划系统是由规划研究、规划编制、规划实施三个子系统按合目标性与合目的性双重路径呈现功能运作 。
Urban planning is operated co-ordinatedly in three parts such as planning study, plan formulation and planning implementation. Based on this, the suggestion is put forward to the reform of the urban mast planning.
