摘要
近期建设规划应当是城市总体规划的核心内容 ,是提高城市规划决策参考与综合协调功能的有力手段 ,除了必须满足国家主管部门的规定和要求外 ,还应包括以下几方面内容 :全面检讨总体规划的实施情况 ;立足现状 ,切实解决当前城市发展面临的突出问题 ;重点研究近期城市发展策略 ,对原有规划进行必要的调整和修正 ;在空间上整合国民经济和社会发展计划确定的各类建设项目 ;确定重点发展地区 ,策划和安排重大建设项目 ;提出规划实施的政策建议。要使近期建设规划真正发挥对城市建设活动的综合协调功能 ,还应将规划成果转化为指导性和操作性很强的政府文件 ,并建立与之相应的规划建设的项目库及规划跟踪机制 ,建立建设项目审批的协调机制 ,建立规划执行的责任追究机制。
Short term construction planning is on the one hand the central element of master planning, and on the other a powerful means to raise the level of decision-making and urban planning coordination. It covers the following contents as well as some basic elements required by national policies: an overall review of the implementation of the master plan, especially treat the major problems in present urban development; proposals for short term development strategy, in particular the necessary readjustment and revision of the original plan; an integrated spatial layout for projects designated social and economic development plan; designation of priority area and panning for major construction projects, etc. This short-term plan should be converted into feasible governmental guidance document. The mechanism should be set up to monitor the implementation in line with the plan and data bank and the responsibility investigation.
