摘要
师资公平是教育公平的核心因素。近年来,大量的农村优质中小学教师资源向城镇流动,不合理的城乡教师流动机制使原本就尖锐的城乡教育公平问题越发突出。构建公平的城乡教师流动机制是各地方教育行政部门刻不容缓的任务。
Equality in teaching resources is the core of educational equality. In recent years, a large number of excellent rural elementary and middle school teachers are flowing into cities. The irrational circulation system of rural and urban teachers has made the existing sharp problem of inequality in urban and rural education even more obvious. So we need to create conditions to promote a two -way, multi -function circulation of teaching resources in rural and urban areas, and also to build up a ＂conversion＂ system for the circulation of rural teaching staff, which can provide excellent rural teachers with enough space to be ＂urbanized＂. It will certainly be good for the realization of educational equality if we construct a rational circulation system of elementary and middle school teachers in both rural and urban areas.
